Just as described and as we had them in Europe. You can pull them up or push them down, and they are black out. We have three large tall windows with a busy road, so we now can let sunlight in, have the cats look outside on the bottom, and still have privacy. They were absolutely easy to install, no tools needed. I was worried about the measurements, but they fit perfectly. Good choice!
