How can I return or get a refund?

First off the product wasn't what I thought it would be, Cheap and crappy! Secondly the dimensions were wrong, I gave them specific dimensions of the opening and they were 5/8th of an inch to long. Reached out to seller and told them of issue of length and they told me they could tell me how to shorten over 30 individual blinds. Also I read that I could return product by mid May and now I'm told I can't return at all! Spent $170 on crap that I can't use! Not happy!

Crap crap crap. Did I mention poor quality cheap paper thin crap?

Poor quality. Paper thin. and ugly color. Sande Beige looks like blinds from a house of smokers. NOT a true beige. The most telling problem is they instruct to to make EXACT measurements. We measured and remeasured, making sure it was correct. Both sets were too long. We had to roll the bottoms and use double sided glue to hold them together. Therefore, we had to toss the plastic chain, which was perfectly cheap crap, and discard it, as it would not sit right with the roll up blinds. Absolute cheap foreign crap. Waited way too long for them. Now looking for new blinds to replace ASAP.

You get what you pay for.

The shades were quite a bit thinner than I expected, but I should have expected that for the price. I ordered for inside mount giving exact window dimensions. As other reviews state, they did not take enough off to allow for the mounting and hanging hardware. They need to allow at least 2.25" for this and a gap at the bottom. These were about 3/4" too long. The plus of these being cheap blinds, I was able to disassemble each slat and adjust them for the length I needed. Something I should not have had to do. I will give it to the seller, when the rails got lost in shipping, they followed up with UPS and did an investigation. When UPS was unable to get me the original package, the seller shipped another set of rails immediately. Definitely not something I would have in my house, but for office blinds they are ok.
